Since his parents were supposedly married in 1793, something is wrong here. I suspect there was a typo on the marriage date - that they were really married in 1783 - but it is possible that Phineas was (a) illegitimate (b) the son of another woman (c) born in 1795 (typo on his birth date). Assuming the marriage date to be incorrect leaves fewer problems to solve, so I am going to make that assumption.
